The public contract now clarifies that design-partner grant runway should be sized from grant_budget_usd and grant_remaining_usd, that grant_limit is only a compatibility view, that route-priced grant debit is server-side, and that issued design-partner grants expire 30 days after issuance unless separately renewed.

• Budget-grant sizing uses grant_budget_usd and grant_remaining_usd as authoritative USD runway fields.

The recovery log now documents the fallback used when SEC companyfacts.zip does not advance for a business date: if full-index, daily-feed, and prior baseline artifacts exist, the worker reconstructs the missing CompanyFacts ZIP from the daily feed, validates it, and records reconciliation policy before promotion.

• For missing 2026-06-02, the canonical recovery path used daily-feed reconstruction because 2026-06-01 was mirrored, 2026-06-02 full-index and daily-feed data existed, and the SEC CompanyFacts ZIP was not yet advanced for that date.
• The reconstructed output sha256 is 3e5042d8d8912a96b16022bb576d640c871e04456b8500421625ee692ae4b337 with 2144564771 bytes, 369 affected CIKs, 97 patched JSON company facts, and 130 parsed filings.

The changelog now records the EDGAR daily background task as the basis of the Delta Signal MCP: every Morning Brief, daily-change drilldown, issuer report, pressure board, and notification summary depends on the CompanyFacts mirror, process-changes artifacts, manifests, and evidence metadata generated by that task.

• The daily job starts after the US trading day, normally around 11:00 PM Pacific time, and waits for SEC companyfacts.zip to advance before running the full process-changes pipeline.
