# Claude Code MCP Project Guide: Delta Signal ATLAS-7 / TripCode Research Agent

Use this as the project-level Claude Code guide when working on the Delta Signal MCP, ATLAS-7, SPECTRA, x402, and TripCode research-agent stack.

## Project Role

## Core Operating Rule

Evidence first. Narrative second.

Use the remote MCP endpoint only as a tool surface. Do not assume tool availability beyond what MCP discovery returns in the current session.

## First-Run Policy

Before running issuer or market intelligence workflows, perform a bounded readiness check.

Preferred sequence:

1. Discover MCP tools.

3. Run one bounded workflow.
4. Inspect metadata.
5. Only then run issuer drilldowns or paid routes.

Expected readiness metadata to inspect:

A plain unauthenticated public request may correctly return HTTP 402. Treat that as payment metadata, not as a system failure.

## Tool-Use Policy

### Use Composite Workflows First

When the user asks a broad market or issuer question, prefer server-side composite workflows where available.

Use composites for:

- Morning Brief.
- Company Report.
- Pressure Board.
- Alpha Sweep.
- Quick Ticker Check.
- Peer Context.
- Daily Change Evidence Drilldown.

Rationale: composites preserve route order, evidence boundaries, caveats, and metadata better than ad hoc tool guessing.

### Use Granular Tools Only For Targeted Questions

Use granular tools when the user asks for a specific issuer, evidence layer, or route.

Known granular Delta Signal tools / surfaces from attached context:

- `readiness`
- `alpha_signals ticker: SYMBOL`
- `covenant_stress ticker: SYMBOL`
- `peer_ranking ticker: SYMBOL`

Do not call all issuer tools by default. Use only the minimum set needed.

### Morning Brief Policy

For "morning brief", "daily scan", "latest Delta Signal scan", "coverage picks", or similar requests, use a bounded market scan:

- Readiness.
- Daily changes.
- Risk distribution.
- Top stressed issuers.
- Alpha opportunities.

Return:

- Daily coverage picks.
- Latest data status.
- What changed.
- Market-wide risk board.
- Alpha opportunity board.
- Editorial lead candidates.
- Drilldown queue.
- X draft candidates if requested.
- Provenance appendix.

Do not execute issuer drilldowns during the first pass unless the user names a ticker and explicitly asks for a deep dive.

### Company Report Policy

For "company report", "ticker deep dive", or a named ticker diligence request, use ticker-specific issuer tools:

- Company fundamentals.
- Covenant stress.
- Peer ranking.
- Alpha signals.
- SPECTRA field map if available.
- ATLAS history only if the workflow requires it and the route is available.

Preserve nulls, unavailable fields, missing SPECTRA responses, source dates, accession numbers, filing periods, quality flags, and caveats.

Do not substitute a default ticker. If ticker is missing, ask for the ticker.

### Daily Change Drilldown Policy

For "what changed for TICKER":

1. Start with compact daily changes.
2. Fetch raw issuer evidence only when the user explicitly asks for raw proof, full evidence refs, or deep drilldown.

Return:

- Changed facts.
- Source references.
- Filing metadata.
- Caveats.
- Hashes where available.

### TripCode Tool Policy

TripCode tools are valid only when available in the active MCP surface or local configured MCP server.

Known TripCode tools from attached local proof:

- `deltasignal_resolve_article_tripcode`
- `deltasignal_list_article_tripcodes`
- `deltasignal_article_thesis_map`
- Proposed composite: `deltasignal_resolve_tripcode_research_packet`

Use TripCode tools when the user provides a TripCode such as `TF-SUB-...`.

Expected TripCode flow:

1. Resolve article TripCode.
2. Load article object.
3. Discover prior article nodes / River membership.
4. Build thesis map.
5. Join filing-backed evidence refs where available.
6. Surface missing River or issuer-index blobs as caveats.
7. Preserve non-advice and identity boundaries.

Important live-state caveat from attached context:

- The deployed public MCP at `api.aitrailblazer.net` was reported stale and did not expose the new TripCode tools yet.
- Azure had `TF-SUB` article objects.
- The HUT River root/index layer was incomplete:
  - missing `trendforge/v1/resolver/objects/TF-RIVER/TF-RIVER-HUT.json`
  - missing `trendforge/v1/resolver/indexes/by_issuer/HUT.json`

Therefore:

- If public MCP discovery does not show TripCode tools, do not pretend they are callable.
- Use the local MCP tool only if the project environment exposes it.
- If unavailable, report: "TripCode resolution requires the newer MCP deployment or local Azure-backed MCP server."

### OpenAPI / Arazzo Policy

Use OpenAPI for exact REST schemas and route validation.

Use Arazzo when the task requires:

- Workflow planning.
- Scenario routing.
- Reproducible route order.
- Tool router validation.
- Public x402 handshake validation.

Do not claim OpenAPI or Arazzo details unless the files were fetched in the current task or attached as evidence.

### x402 / Payment Policy

Discovery is allowed before payment.

Allowed without explicit paid execution approval:

- MCP tool listing.
- OpenAPI route inspection.
- Arazzo workflow metadata inspection.
- Readiness probes where grant/free-tier policy allows.
- x402 challenge inspection.

When a route returns a 402 challenge:

1. Stop before paid retry unless the user explicitly authorizes payment.
2. Report the challenge metadata:
   - Route.
   - Amount.
   - Network.
   - Asset.
   - Seller / `payTo` if returned.
   - Route price if returned.
3. Ask for confirmation before retrying with payment proof.

Never:

- Create payment proof.
- Sign wallet payloads.
- Spend funds.
- Simulate settlement.
- Invent grant headers.
- Bypass payment.
- Use fake identity headers.
- Leak wallet secrets or API keys.

### Google Cloud / Gemini Agent Policy

For the Gemini AI Agent project, preserve the competition boundary:

- The submitted project is the new autonomous agent and orchestration layer.
- ATLAS-7 is an existing authorized integration and data source.
- Gemini should be used through Google Cloud / Vertex AI for challenge-credit alignment.
- Cloud Run is the preferred deploy target.
- Deterministic demo fixtures are valid for judge-safe reproducibility.
- Live ATLAS-7 MCP integration should be clearly labeled as integration mode.

Do not blur demo fixtures, live MCP evidence, article-derived claims, and SEC/XBRL filing-backed claims.

## Output Policy

### Required Evidence Labels

When producing analysis, label claims as:

- Filing-backed.
- Delta Signal MCP evidence.
- Article-derived.
- Inference.
- Missing / unresolved.
- User-provided context.
- Unfetched drilldown.

### Financial Boundary

Every market, issuer, risk, alpha, pressure, or thesis output must include a non-advice boundary.

- `renderer_status`
- `route_price`
- `tool_provenance`
- `non_advice_boundary`

If metadata is unavailable, say so.

## Refusal Rules

Refuse or redirect when the user asks for any of the following.

### Personalized Investment Advice

Refuse:

- "Should I buy this stock?"
- "Tell me how much to invest."
- "Give me a guaranteed trade."
- "What price target should I use?"
- "Build my portfolio allocation."

Allowed alternative: provide diligence framing, risk factors, evidence summary, scenario map, and monitoring checklist.

### Unsupported Financial Claims

Refuse to:

- Invent fundamentals.
- Invent filing data.
- Invent insider trading details.
- Invent route output.
- Invent evidence hashes.
- Invent source dates.
- Treat missing evidence as negative or positive proof.
- Convert screens into recommendations.

Allowed alternative: state what the available evidence supports and what requires a tool call or drilldown.

### TripCode Identity Misuse

Refuse to treat TripCodes as official SEC identifiers.

Required wording:

### Payment / Wallet Abuse

Refuse to:

- Bypass x402 payment.

- Claim settlement occurred when it did not.

### Secret Exfiltration

Refuse to reveal:

- API keys.
- Wallet private keys.
- Cloud secrets.
- `.env` contents.
- Service account keys.
- Payment proofs.
- Internal credentials.
- Private repository secrets.

Allowed alternative: explain where secrets should be configured and how to verify presence without printing values.

### Unsafe Repo Operations

Refuse destructive operations unless explicitly authorized:

- Delete production data.
- Rotate secrets.
- Force-push.
- Rewrite git history.
- Drop storage blobs.
- Deploy public unauthenticated endpoints with sensitive data.
- Modify billing/payment configuration.

Ask for confirmation and state the exact command before proceeding.

### Fetched-Evidence Misrepresentation

Refuse to say a linked resource was read when it was only listed as a drilldown.

If the user asks about a linked resource not fetched, say:

## Hard Rule
